♪ in the headlines this morning, new documents showing hundreds of convicted violent felons are being paid by the state to care for some of california's most vulnerable residents. >> and a frightening report on what might have caused a pg&e pipeline explosion. i'm jenelle wang live in san bruno. i'll tell you about the dangerous microbes. >> and in vallejo, we have an overturned big rig. the big rig has been uprighted but there's still spots it's blocking the westbound 80 and eastbound 37 off-ramps to columbus parkway. more details coming up. >> a clear start and calm this morning. look at bay waters. almost mirror-like. that's because we don't have any wind. but no free air conditioning. the heat is on today. could build through the weekend and could bring poor air quality next week. >> it's friday! good morning.

thanks for joining us. i'm kristen sze. >> i'm eric thomas. topping our news this half hour, pg&e is investigating the possibility that microbes inside a natural gas pipe might have caused the deadly san bruno explosion two weeks ago, this unlikely but has happened before. jenelle is live in san bruno to tell us more. >> yes, it has, ten years ago in the new mexico desert that pipeline ruptured killing 12 including three young children. investigators found pitting in the pipeline. the corroded area spread across 21 feet of the pipe and some areas 72% of the pipe wall had been eaten away. now, that pipeline in new mexico was over 50 years old and 30 inches in diameter. those are the exact same specs as the pipeline here in san bruno. the possible cause is called microbiological influence corrosion. this report came out in the san francisco chronicle this morning. it's basically micros that go undetected in a tiny pool of water inside the pipeline and

then start eating away at the metal causing it to corrode. according to the article this morning, pg&e told state regulators last year that there was concern about the potential for internal corrosion along the 46-mile pipeline running from san francisco to milpitas. the sign of corrosion causing microbes had shown up in several tests along the pipeline. an environmental microbiologist outside of pg&e says the pipe as old as this one in the september 9th explosion would likely have microbes hiding inside it. the only way to check though is by sending robots to scape and clean the walls and detect any pitting and cracking in the walls. the problem is the pipeline is too narrow and too many bends to allow any device to go through the pipeline. it's highly unlikely microbes were inside the pipeline. another expert said it's most likely corrosion happening outside the pipeline. so a lot of theories out there.

the ntsb is in charge and will look at all possibilities and that investigation is expected to take one year. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> jenelle, thank you. a memorial service will take place today for three generations of a family who died in the gas explosion. 85-year-old levon bullis, her son 50-year-old gregory and her grandson william all parished in the inferno. the ceremony at 4 p.m.. >> 6:03 now. a san francisco jury has now handed down a guilty verdict for the man accused of killing a police officer. dozens of officers attended yesterday's hearing. there to support their fallen comrade officer nick komasito. found guilty of murder, armed robbery and grand theft auto. they fled in a stolen car in

july of 2006. he crashed into berko's parked patrol car killing the officer. >> came forward with a verdict based on the evidence. i felt as a citizen that we're also a victim of -- i call it street terror that night. >> we all just human. >> he will be sentenced next month. he could face life in prison. >> the trial of the two men accused in the murder of oakland journalist chauncey bailey has been set for november 8th but could be delayed. this man seen in this white suit is one of two men indicted for the murder of bailey and two other victims. their attorney and prosecutors are both asking for more time to review the case and pushing for a change of venue. ordered for the killing of bailey because he was working on the story of financial troubles of a bakery in oakland. >> looks as though the state is

paying scores of convicted rapist, elder abusers and criminals to take care of california's most vulnerable residents. according to the times, data provided by state officials shows 210 workers and applicants flagged by investigators as unsuitable to work in the state's home healthcare aid program are still scheduled to resume origin employment with elderly or disabled californians in the program. that's because the rules of the program prevent investigators from reporting on the background on many of the felons. in addition privacy laws prevent investigators from warning any of the program's clients they may end up being cared for by a felon. efforts to fix the loophole have been stalled in the legislature. >> 6:05. oh, boy! we're looking at a weekend like we haven't seen nay long, long time. >> no clouds and a lot of heat. mike, that natural air conditioning will give way to the kind you gotta pay for? >> exactly. the humming of air conditioners

will be running all throughout the weekend but at night at least it will cool to comfortable levels. if you don't have air conditioning, a nice fan should cool your house or apartment to a comfortable level. cool around napa, menlo park and half moon bay with mid to upper 40s there. we have on the other extreme antioch, fremont and los gatos low to mid-60s. the rest of us 50s under a clear and relatively calm sky. a few of us cooler than yesterday. half moon bay, oakland, concord, fairfield, napa. everybody else warmer from 8 degrees in fremont to about 15 around los gatos. this afternoon total sunshine and relatively calm conditions. we have a slight breeze around the bodies of water but it won't be nearly like what we're used to. 74 half moon bay, 81 san francisco and richmond with mid to upper 80s through the bay into the south bay. mid to upper 80s in the north bay valleys and also low to mid-90s in the east bay valleys. if you're heading to the game tonight, the come seem, rangers,

first place. we won last night. a game on them. technically still in it. clear sky. look at that, 73 down to 54. doesn't get much more beautiful than that. as far as your accu-weather seven-day forecast, temperatures will peak by monday with near 80 around the bay, near 90 -- near 80 around the coast, near 90 around bay and near 100 inland and poor air quality monday and tuesday, also. frances, is vallejo going green? >> going green with a sod spill. we have a live camera shot for you. this is underneath interstate 80. interstate 80 is fine, moving well through vallejo. but the west off-ramp to columbus parkway and the eastbound 37 ramp to columbus parkway are blocked while they clean up the still. it's going to take them until 8:30 at this point. redwood street is an alternate to get around it. another live camera shot of the san mateo bridge.

including herself. economists say her plan will "rip a hole in the budget" and is "deeply flawed". analysts for the l.a. times say whitman's plan is a "pure handout" to the rich creating a "huge risk" to schools and public safety. jerry brown's against this unfair giveaway because it will take billions from our children when we can least afford it. get california working again-for all of us.

>> good morning, everyone. 6:11 this friday morning. this is the abc 7 morning news. a live picture from our rooftop camera towards the bay bridge. gonna be a hot one this weekend. temperatures peaking on monday. mike will tell us more about that and where that natural air conditioning went and when we can see it again maybe. >> a u.c. berkeley graduate hopes to meet in person with iran's president today in new york and plead for the release of her fiancee and another friend accused of spying. sarah shourd spent 14 months in solitary confinement in a tehran prison before being released last week. iranian authorities arrested her and bauer and fatal near iraq. they say they were hiking near northern iraq. she talks about her experience today on abc's "good morning america." >> the most important thing is we were hiking behind a tourist site and there was absolutely no indication of a border. so we had no intention of going

to iran. a mistake was made. this whole thing has been a huge misunderstanding. >> she said she favored a few moments in prison, a marriage proposal from bauer and a chocolate birthday cake. she'd go back to iran if it means proving her intense and that of shane and josh. you can hear about that on "g.m.a." after our newscast. >> the mock conservative host on the colbert report. he will testify about immigration. starting about 45 minutes he will appear with united farm workers president. he is a member of a house judiciary subcommittee on immigration and border security as she invited colbert to appear as an expert witness. colbert will talk about spending a day working in the fields as part of the united farm workers take our jobs campaign. that campaign invited legal u.s. residents to come work in the field and do the jobs most often

sunshine today. the warmer than average afternoon. the clear and cooler nights that will follow make this not nearly as dangerous as it could be for a heat wave. the weekend. heading that way, the beaches will be in the 80s but the water still going to be in the 50s. here's a look at the high pressure that's building over california. still calm this morning. why we don't have any clouds. this ridge all the way back into the even pacific and it's going to dominate our weather over the next six to seven days. today we jump above average with temperatures mid to upper 80s in the south bay. even 90 around los gatos. on the peninsula low to mid-80s with 85 palo alto. low to mid-70s with sunshine along the coast. warm temperatures around downtown south san francisco and sausalito. upper 70s to low 80s. mid-80s san rafael, petaluma, vallejo. upper 80s napa and santa rosa. everybody else near 90 except the beaches where we'll be in the low 70s.

80 right across your screen. so highway 80 all lanes are open but the connection ramp or the off-ramp from westbound 80 to columbus parkway as well as eastbound 37 there to columbus parkway are closed until 8:30 this morning. so redwood street is an alternate at this point. and we'll go outside and check a live shot of the bay bridge toll plaza. elsewhere it's friday light. just a minor delay now for the cash-paying lanes. it's also looking good in the north bay for drivers coming out of marin county. a light traffic commute right now as you make your way into san francisco. let's head to the south bay and also check out the 101 and 880 interchange. the earlier accident on the peninsula is all gone. everything looking good everywhere else. you can always find out if that changes before you head out the door. just go to abc7news.com and click on the bay area traffic link. eric? >> frances, thank you very much. it's 6:17 now. when you're shopping for a new printer, price is of course important. but "consumer reports" found

officials stress the tool is not meant to help those with serious life-threatening injuries if you're having a stroke or heart attack symptoms, call 9-1-1. >> here we go again. it appears actress lindsay lohan's next starring role could be as a jail inmate. set to appear in a courtroom today after admitting she failed a court-ordered drug screening test. the same judge released lohan early from rehab after laying down rules that included a strict treatment in drug monitoring program. she's under probation for driving under the influence though drug charges were dropped. for missing a drug test she could go back to jail. >> elmo on sesame street, eliminated from an upcoming show. ♪ >> performs a cleaner kid friendly version of her hit song with elmo. pulled it after a clip released

sharply next month, excluding transportation, durable goods orders rose 2%. twice as fast as the forecast. there is the bell signalling the start of the trading day. the latest from early trading live in about 15 minutes from the new york stock exchange. >> a stunning new possibility into the investigation into the san bruno blast this morning. pg&e are looking into a bacterial cause and what's most frightening is it can be found anywhere. jenelle with the very latest. >> kristen, it's called microbiological corrosion. it happened in a new mexico desert. a pipeline exploded there killing 12 people including three young children. that gas pipeline in the desert was about 50 years old and 30 inches in diameter. the one in san bruno on september 9th, 50 years old and 30 inches in diameter.

the report about the corrosion being a possible cause came out in a report of the san francisco chronicle this morning. it basically is microbes that can remain dormant for years in a tiny pool of water in a low-lying area in the pipeline and all of a sudden they spring to life and start eating away on the metal causing it to corrode. in this report pg&e told state regulators last year there was concern about potential internal corrosion on the 46-mile pipeline running from san francisco to milpitas. the microbes had shown up in several tests. outside microbiologists say a pipeline as old as the one in san bruno would likely have microbes inside it but the only way to check is send something in called a smart pig to check pitting or cracking in the walls or a cleaning pig which basically removes the gunk inside the pipeline. there are too many bends to allow a device like those to run through the pipeline. another cause of the pipeline

could be external corrosion. so there are a lot of possibilities in this pg&e pipeline explosion. the ntsb has large pipelines that exploded here in washington d.c. at a lab and they're investigating. that investigation is expected to take one year. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> thanks, jenelle. meanwhile the massive cleanup effort at the site of the san bruno blast will continue this morning. it got underway yesterday morning. the county is managing the month-long $2 million project. heavy equipment will carry away the remnants of 37 burned homes. according to the county, 25 homeowners have signed waivers to begin the work on their properties. but nothing can replace what has already been lost. >> we have the memories of those homes that were there and how our neighborhood was before and it's -- it's not the same. and it will never be the same. >> we're not living in the houses yet. and every time i drive up here -- i'm getting emotional now -- it's just not gonna be

the same. >> work is expected to take three to four weeks. authorities want to clear the area before the rainy season so that any hazardous materials won't wash into the bay. >> a federal judge is expected to decide today if california can proceed with the execution of a convicted murderer next wednesday. the same judge ordered california to stop executions in 2006 and demanded changes in the lethal injection process. that the opponents claim the state has not met those requirements. the state says they have followed the judge's ruling by building a new death chamber and better training for the staff. it wants to use the new facility in san quentin to execute albert brown on wednesday morning. brown was convicted of raping and killing a 15-year-old girl on her way home from school in 1980. meantime the first woman executeded in the u.s. in five years was put to death late last night in virginia. 41-year-old theresa lewis died by injection at the greenville

correctional center. she was convicted of hiring two men to shot her husband and son while they were sleeping so she could collect on a million dollar life insurance payout. she apologized it the moments before the execution. the first time they have executed a woman in a century. >> dugard expected back in court possibly to enter an insanity plea. phillip garrido's attorney may announce her client is mentally incompetent to stand trial. if the judge agrees to order a mental evaluation, it will put an immediate stop to the proceedings and could delay the case for years. both garrido and his wife nancy have pleaded not guilty. if garrido's found incompetent, he will be sent to a state medical facility until he is competent to stand trial. >> police at san jose city college have added extra patrols and warning women to be extra aware of their surroundings this morning. that follows an assault on a female student tuesday afternoon

on the second floor of the campus garage. the victim says she was grabbed from behind and swung into a wall. she shoved the man away and ran to her car. police just released this sketch of a man wanted for attacks a woman jogging sunday on a popular south san jose trail. the suspect tried to sexually assault her after pushing her into an aqueduct near snell road and colleen drive. the woman fought off the attack and escaped. if you have any information call the santa clara sheriff's department or san jose police. >> after the longest delay in state history, it appears california may be on the verge of breaking its budget stalemate. late yesterday the governor and top legislative leaders agreed on a framework but did not elaborate. they'll try to hammer out the details over the weekend and hope to announce a budget deal by monday and call lawmakers back to sacramento next week for hearings and a vote. >> what the framework means in

real terms is it determines how much we will be spending in the coming year, how much we will be cutting in the coming year, what our levels of education funding will be and all the other details will be spelled out from there. >> republicans and democrats remain deeply split whether to close the state's $19 billion deficit with tax increases or spending cuts. eric, park users really want this budget passed. >> yes, they do. the state has had one of its credit cards yanked and that means the next time you visit a state park, you may have to bring your own toilet paper. the bank who issued the card cancelled it because the state hasn't paid its bill. the card was used to buy supplies like bathroom tissue for state parks. once the budget is passed, the bank says it will reissue the card. the state budget stalemate is also putting $932 million in transportation spending on hold and that could delay the start of several projects here in the bay area. our media partner, the san jose mercury news reports the

california transportation commission is delaying more than $32 million in contracts that would add merging lanes between university avenue and marsh road on my 101 in san mateo county. also on hold more than $9 million for metering lights and chp pull-out areas on 101 in san mateo county and rebuilding the tully road 101 interchange in san jose. >> the poll released today shows barbara boxer widening her lead over carly fiorina in the race. 47% to 41%. boxer's support has remained the same since july but ever rena has slipped 3 percentage points. the number of voters say they're still undecided about the senate race increase to 12%. it was 9% in july. >> breaking news for you right now. we'll take you to coral gables, florida, where a bank robbery has now turned into a hostage

good morning to you. we will be anywhere from 7 degrees warmer than yesterday in concord, san francisco, santa rosa to 8 in oakland, 9 san jose to 11 into fremont. here's how today breaks down. still relatively cool at night. even this morning we're in the 40s around santa rosa and napa with mid-50s for the rest of us. by noon look how rapidly we warm. nearly 30 to 35 degrees in the north bay valleys with upper 70s to mid-80s there. low to mid-80s in the east bay valleys. fremont southward low 80s with mid-70s around the bay and 71 half moon bay. 4:00 total sunshine. still 71 half moon bay with low to mid-80s throughout the bay. mid to upper 80s in the south bay and also the north bay valleys with low to mid-90s in the east bay valleys. here's a look at your accu-weather seven-day forecast. about 2 to 4 degrees warmer tomorrow. again on sunday and then one more push on monday. that's when the heat peaks with temperatures along the coast threatening 80 degrees around the bay, 90, near 100 inland. monday and tuesday could also be

spare the air days with poor air quality. here's frances with a new accident. >> mike, it's on the peninsula south 101 at university reportedly in the middle lane. chp en route right now. doesn't sound too serious at this point. hopefully if you're heading through the area shortly, it will be gone by the time you get there. but the one out there for a while is this problem in vallejo we've been following all morning long. it's a sod spill from an overturned big rig and it is blocking the west 80 off-ramp to columbus parkway. that's what you see there as well as the east 37 connection ramp to columbus parkway. they've got that front-loader clearing the sod but as you notice on the top of your screen interstate 80 so no delays through vallejo. bay bridge toll plaza, metering lights turned on so things starting to back up. berkeley still pretty good. always a little crowded near university but the drive time from carquinez bridge to the

issue an injunction today ending the military's ban on openly gay troops. but the obama administration filed motions yesterday to block that injunction. the white house says the filing follows government procedure and does not detract from the president's efforts to get congress to throw out "don't ask, don't tell." >> the bulls on control on wall street at the moment and buyout talks around tech stocks. >> jane king joins us live from the new york stock exchange. a look at the big board a few minutes ago, up 150 points for the start. >> yeah! i mean, eric and kristen, trying to pinpoint exactly why. we have durable goods out this morning. the overall number was weaker than expected but basically planes that weighed everything down. orders very strong thanks to refrigerators, generally the last three years. so that perhaps tells us businesses are starting to invest again and apparently just what the market needed to light a little fire. nike helping the markets do it.

left side. >> 1848, minneapolis, almost contact possibly straight out. >> okay. we just had -- we heard it go by. >> investigators say the planes were between 50 and 100 feet apart. vertical separation is supposed to be 1,000 feet. the faa says the air traffic controller incorrectly told the u.s. airways pilot to turn when he shouldn't have. >> the berkeley police department is cracking down on cyclists who ignore traffic rules. they issued 19 tickets in two hours yesterday. most of the riders cited did not stop at a stop sign. the police department is trying to reduce the number of injuries on the streets. 129 cyclists have been injured in berkeley so far this year. the fines are between 35 and $200. four cyclists have been killed in berkeley the last 26 years. police say all four accidents the cyclist was at fault. >> i used the elevator this morning to the news room.

gilroy the cool spot at 46. let's jump right into it. sunny today, warmeder than average this afternoon. clear and still relatively cool at night. that's good news for those of you that don't have air conditioning. still use a fan or open the windows to stay relatively comfortable during the overnight hours. the weekend our beaches at the 80s. our ocean water will still be in the 50s. if that doesn't cool you down, i don't know what else to suggest. redwood city, 3 degrees warmer than average today. concord 7 with san jose, 8, san francisco 9 and oakland 11 degrees warmer than average. continue getting hotter this weekend. seeing clear skies this morning, relatively calm conditions and this afternoon allows the heat to build 6 to 12 degrees warmer than yesterday afternoon. 70s at our beaches to 90s inland. the spread impressive this weekend and into monday when the heat peaks with 100 in inland valleys and the east bay. near that north bay and south bay. 80 around the bay and even out to the coast. that's when the air quality could be the poorest.

america's cup. the oracle racing team owned by oracle ceo larry ellison will decide where the 2013 cup will take place. san francisco is said to be in the running along with valencia, spain, and unnamed italian city. the examiner reports they're still hammering out details. they'll try to remain flexible about the missed deadline. the america's cup could pump a billion dollars into the local economy. >> 6:55. our top stories. a surprising new theory about the pipeline explosion. >> jenelle with the details. >> yeah. eric and kristen, the possible cause is called microbiological influence corrosion. this report came out in the san francisco chronicle this morning. it's basically microbes that thrive. they go undetected in a pool of water inside the pipeline and then eating away at the metal causing it to corrode. investigators believe this is actually what caused a pipeline

to explode in the new mexico desert ten years ago killing 12 people. investigators found pitting in the pipeline and corroded area spread across 21 feet of the pipe. according to the article, pg&e told state regulators last year there was concern about the potential for internal corrosion along the 46-mile pipeline that ran under san bruno. some experts say though it's highly unlikely microbes inside the pipeline were the cause but corrosion on the outside. the national transportation safety board is looking at all the pipelines -- at all the possibilities, the pipeline here in san bruno went to washington d.c. to investigate and this entire investigation is expected to take about one year. reporting live in san bruno, i'm jenelle wang, abc 7 news. >> jenelle, thanks a lot. >> final check on weather and traffic. mike, hot one. >> definitely a hot one and a sunny one. pacifica this week, no fog. warm though with sunshine. check out temperatures.
